AMENDMENTS TO THE URBAN POLICE REGULATIONS

We hereby inform you of the amendments made to the Urban Police Regulations concerning dress code standards in historic areas and new rules for tourist guide’s groups.

The following amendments have been in force since 27 June 2026.

Art. 50 – Regulation of Tourist Groups

  1. Tourist groups may consist of a maximum of 25 (twenty-five) people.
  2. The tour guide or any other person designated as the group leader/reference person may not use loudspeakers or any other form of voice amplification in order to prevent excessive noise and disturbance.
  3. Without prejudice to the above provisions, tourist groups must move throughout the municipality using pedestrian routes without obstructing other users of public spaces. This requirement also applies when the group is stationary during the tour. In particular, tourist groups are not permitted to stop or gather in Piazzetta Brenta, Piazza San Giovanni, Via IV Novembre, Via Corrado Venini, Via Enrico Fermi, Piazza Martiri della Libertà, the “Giorgio Monico” footbridge, Riva Grande/Riva dei Marmisti, Via XX Settembre, along the historic lanes (“contrade”), or at their entrances and exits.
  4. The Municipal Executive (Giunta Comunale) may, by means of a specific resolution, establish mandatory routes that tourist groups must follow.
  5. These provisions do not apply to school groups on educational trips or parish youth groups (“oratori”).
  6. Administrative fines shall be imposed on the licensed tourist guide. In the event of repeated violations, an additional penalty consisting of a prohibition from exercising the profession within the Municipality of Varenna shall also be imposed for a period ranging from 3 to 12 months.

 

Art. 32 – Dress Code Standards

  1. Throughout the entire municipal territory of Varenna, it is prohibited to remain shirtless or wearing only swimwear, except on beaches, piers, and boat docks.

 

 

Penalties

  • Remaining shirtless or wearing only swimwear: €50 to €200
  • Tourist groups exceeding 25 participants and/or using voice amplification equipment: €100 to €400
